I also think if you string a few like Flowers, Macho, Hose together with that #1 it becomes a brand, which only helps DB recruiting.

I like the idea...but the reality of it is it's very difficult for the coaches to do this. Mainly if a Percy Harvin, or a Tyrod Taylor wants the #1...it's theirs. All big time players and difference makers want the low digits. If you are good enough, coaches will try and do what they can to get the recruit. There is a reason why USC has 18 players in the 1-9 jerseys. They go way overboard in the promising of jersey numbers. Part of the reason Beamer doesn't over do it is for special teams purposes...if you have too many with the same numbers...you limit your special teams configuration of athletes since each player has to be designated as offense or defense.
